A former recycling center will become commuter parking.

When they meet at 7 p.m. tonight, the Manteca City Council is expected to approve purchasing 046 acres for expanding the parking lot at the Manteca Transit Center on the site of the former Manteca Recycling Center. It was agreed that the price would be $350000.

 

It included $400 million to extend Altamont Corridor Express service south into Ceres by 2023 as part of the deal to pass State Senate Bill 1.

A stop is included at the downtown Manteca Transit Center, as well as in Ripon and Modesto.

In the beginning, there will be three northbound ACE trains originating in Ceres and traveling to Natomas north of downtown Sacramento, as well as an existing ACE train that originates in Stockton and travels to San Jose.

 

Additionally, a new station called North Lathrop will be built adjacent to Mantecas city limits on the eastern edge of the SHARP Depot site. People catching trains in Ceres, Modesto, Ripon or downtown Manteca can switch trains to head into San Jose or continue north into Sacramento. Valley Link, which connects BART service with ACE service, with stops along the way at River Islands, Tracy, and Livermore, will be built here. By 2028, the Valley Link could be operational.

 

The ACE train will run between downtown Manteca and downtown San Jose or into downtown Sacramento and beyond to the Natomas employment center starting in 2023. Later this decade, ACE plans to extend service to Merced and connect with California High Speed Rail.

 

ACE projections of 1500 passengers boarding each day at the Manteca Transit Center suggest upwards of 1000 spaces will be needed when service starts near the center on downtown Manteca. A little more than 100 parking spaces are available at the transit station. By the time ACE service begins, the city hasn't indicated exactly how many parking spots it plans to have.

 

Moffat Boulevard has some parking land that the city could use.

A two-story house is located on the southern end of the existing parking lot, which is another parcel. In regards to that property, the city has not indicated what plans it has.

 

Also, whether the city wants the parking lot to be continuous has not been clarified. It is likely that there will be parking lots on Moffat between the Veterans Center and the transit station in the future. However, there will be an arsenic treatment plant in the central district that is connected to multiple wells that will not be possible.

 

It is likely that the passenger platform will be located somewhere near the former recycling center or father south, so that stopped trains are not blocking Main Street during boarding and disembarking.

The city has received a $28 million grant to expand its parking lot.

It's imperative to provide commuters with two things when they leave their vehicles parked for a minimum of 10 hours:

 

*Adequate parking spaces are required by the city.

It would be useful if there were some kind of municipal program to restrict parking in a nearby residential area west of Manteca High campus and perhaps in downtown municipal parking lots as well.

There may be a need to establish street time parking limits and / or sticker systems for residents.

In order for either to work, the police department must enforce the time limits.

Additionally, the city needs to determine whether on-street parking along Moffat near the parking lots is wise or at least regulate it.

Public works and law enforcement have expressed concerns about Moffat's tendency to encourage higher speeds during safety discussions concerning Manteca High. Furthermore, Moffat Avenue has not been restricted for truck parking.
